The company was originally established in 2008 by Er. Tan Hock Lye under the name HL Civil & Structural Consultant. With a growing portfolio and an expanding scope of services, the firm was renamed in 2013 to HL Consultant Private Limited / HL Consulting Engineers Pte Ltd.
Today, HL Consulting Engineers (HLCSC) provides full-spectrum civil and structural consultancy services in line with Singapore’s regulatory requirements. Our work is guided by one principle — ensuring every structure we design or assess is safe, compliant, and efficient.
